Board Member Bios

Mary E. Roman, PE, CFM

Mary E. Roman, PE, CFM, a graduate ofPennsylvania State University, has 23 years of experience specializing in water resources engineering.  She has provided water resources services for over 20 of the 25 counties in the State of Maryland.  She is a registered engineer in Maryland and a Certified Floodplain Manager.  She has been part of URS Corporation’s water resources group for the past 4 years.  She has performed numerous comprehensive watershed studies focusing on flooding, water quality, and stream restoration and she has provided technical support for municipal and industrial NPDES stormwater programs.  She is also involved with numerous projects related to FEMA’s map modernization program . 

 

Paul Slonac, CFM

Paul is a Technical Manager for Michael Baker Jr., Inc. and currently works in supporting FEMA and the National Flood Insurance Program.  In his current capacity, Paul participates in a variety of national and regional program and project management activities.  During his 9 years of ongoing support to FEMA and the NFIP, Paul has worked in supporting a variety of process areas within the NFIP such as Letters of Map Amendments (LOMA), Flood Insurance Studies, training, and project management activities.  Paul is a graduate of the University of Pittsburgh and has been a Certified Floodplain Manager (CFM) for 8 years.

 

Jason Stick, CFM 

Jason is the Floodplain Management Specialist for Carroll County, Maryland.  He is a member of the MAFSM Board of Directors, serving as the Chairman.  Jason is also a member of ASFPM.  Jason received his Bachelor of Science Degree in Geography from Salisbury University in 2001.  Jason worked for PBS&J for 3 years before accepting his current position in September of 2004.  Some of his duties include coordinating and managing the Carroll County Floodplain Management Program for the County and cooperating communities, performing reviews of new development and managing maintenance of the floodplain-mapping program.  Jason is currently in the process of entering Carroll County into the Community Rating System.

Necolle Maccherone, CFM 

Necolle is a Technical Specialist for Michael Baker Jr., Inc, the National Service Provider for the Federal Emergency Management Agency’s flood hazard mapping program.  Necolle has worked on multiple projects and programs within the National Flood Insurance Program since February of 2001.  Her primary focus has been and continues to be on FEMA’s Cooperating Technical Partners Program.  Necolle holds a Bachelor of Science degree in Environmental Studies from the State University of New York at Buffalo and has completed coursework towards a Master’s degree in Environmental Sciences and Policy from Johns Hopkins University.
